Microsoft via its Fire Hose blog goes out and highlights various apps that hit the Windows Store, and when a special one in particular comes along, we like to highlight it too. PicsArt is one of those apps, and its a free Photo Studio App, now available for all Windows users.

The easiest way to describe PicsArt is exactly the way Microsoft did in its blog post today. It helps turn photos into masterpieces using different tools. Those tools include effects, filters, cropping, masks, brushes, and even clip art.

It puts together a photo editor with a ton of tools, a collage maker that makes collages that look like real paintings, a drawing tool that has artistic brushes, and finally a social network built into it.
