As someone who writes about the Windows ecosystem, its apps and the Windows 10 app world, I certainly see a lot of graphics. But, creating vector graphics is nearly impossible for me, but with Inkscape it might be something checking out.
Inkscape is a free Windows 10 app, and its made by a company of the same name. It’s a pretty fully functional Windows 10 app that lets users create vector graphics, and edit them within the app.
With Inkscape, users can create or edit vector graphics such as illustrations, diagrams, line arts, charts, logos, and other complex paintings. It uses the SVC format, but works with other formats.
It has the ability to render vector shapes of anytype, and text as well. These can be filled with colors, patterns, radial color gradients, and their transparency can be adjusted with a number of tools.

While Inkscape is a free app, its an app geared to the creative types, and it has top reviews from users already. It remains one of the top vector graphics editors on Windows, and its a Windows 10 app now.
It works on any Windows 10 device, runs on the x64 architecture, and comes in at around 106.49MB on the app size. It loads up quickly, gets the graphics loaded within seonds, and lets you do what is needed to create.
