The beta launcher allows you to download the 4.5GB large open beta client but you will still need a beta key to log into the game.

How to get a beta key for FF14?
You will get all the details how to get your beta key here. In order to get a key, you need have a Square Enix account and then submit your application. Closed beta testers ALSO have to submit this application.
As of right now, Square Enix does not have the capacity to allow more players into the beta and you should get this error when you try to sign up for the beta:
